The Client

Our client is one of the UK’s leading providers of purpose-built student accommodation, working in partnership with universities across the country to deliver safe, high-quality living spaces for students. With more than 60 university partnerships and properties in 23 cities nationwide, the organisation provides accommodation for approximately 70,000 students each year.

The company continues to invest heavily in new developments and existing properties, regularly upgrading facilities to ensure they meet the highest standards of safety, sustainability, and comfort for residents. Their portfolio includes a wide range of modern buildings designed with state-of-the-art facilities and environmentally responsible construction methods.

As part of managing such a large property portfolio, maintaining safe and compliant rooftop access systems is essential. Regular inspections and maintenance are required to ensure buildings remain fully compliant with safety regulations and that contractors can access roof areas safely when carrying out essential maintenance tasks.

Background

APS Safety Systems initially became involved through fall protection inspection work carried out at several of the client’s student accommodation properties via a roofing contractor. During these inspections, APS identified potential issues with existing horizontal lifeline systems installed across a number of buildings.

In particular, the inspection highlighted concerns relating to hidden elements within the lifeline systems that could potentially be affected by updates to the BS7883 standard, which provides guidance for the design, installation, inspection, and maintenance of anchor systems used for personal fall protection.

These findings prompted APS to engage with the client to discuss the implications of the updated guidance and how it could affect their responsibilities as the duty holder for fall protection systems across their portfolio. Ensuring compliance with the latest safety standards while maintaining efficient rooftop access for maintenance teams became a key priority.

The Brief

The primary objective was to review the client’s existing fall protection systems across their property portfolio and determine whether they remained compliant with the updated BS7883 guidance.

The challenge lay in the fact that many of the existing horizontal lifeline systems contained components that were not easily visible during routine checks. These hidden elements could present potential compliance risks, particularly under the updated standards, which place increased emphasis on system transparency, inspection accessibility, and documented verification.

The client required a clear understanding of their current assets and the potential risks associated with them, along with practical recommendations to ensure long-term compliance. The solution also needed to simplify rooftop safety management across multiple sites while reducing reliance on complex personal fall protection systems.

The Solution

APS Safety Systems began the process by arranging an initial consultation call with the client’s Regional Health & Safety Manager. During this discussion, APS outlined the key updates to the BS7883 guidance and explained how these changes could affect existing fall protection systems.

To provide further clarity, APS organised a detailed Teams presentation for the client’s health and safety team. This presentation covered the updated standards, the responsibilities of duty holders, and how organisations can ensure compliance across multiple properties. APS also outlined how its expertise in height safety systems could help the client navigate these changes effectively.

Following these discussions, APS worked closely with the client to carry out inspections and assessments across 92 properties within their portfolio. This large-scale programme included detailed reporting on the condition of existing fall protection systems, identification of potential compliance issues, and recommendations for remedial works or system replacements where required.

Where horizontal lifeline systems were found to be unsuitable or no longer compliant, APS recommended replacing them with Kee Guard free-standing guardrail systems. This solution provides permanent collective protection, removing the need for personal fall arrest equipment and simplifying rooftop access for maintenance personnel.

The programme of works began with an initial order to address remedial works identified during inspections. A further order was placed to replace failed assets with Kee Guard guardrail systems across several sites. An additional phase of works was scheduled to continue the rollout of upgraded safety systems across the portfolio.

The Outcome

The introduction of Kee Guard systems has significantly improved rooftop safety across the client’s student accommodation portfolio. By replacing horizontal lifeline systems with collective guardrail protection, the need for specialist personal fall protection equipment and user training has been removed in many areas.

This approach not only improves safety for contractors and maintenance teams but also simplifies ongoing management of rooftop access systems across multiple properties. The guardrail systems provide durable, long-term protection that meets relevant safety standards and can be easily inspected and maintained.

The client also received comprehensive technical documentation for each Kee Guard installation, including full system technical files. These documents provide a clear record of design, installation, and compliance, giving the duty holder confidence that the systems meet current standards and can be easily reviewed during future inspections.

Overall, the project has strengthened safety across a large portfolio of buildings while providing the client with greater confidence in the reliability and compliance of their rooftop safety systems.
