The Client

Our client manages one of Scotland’s largest shopping and leisure destinations, welcoming millions of visitors each year. Home to more than 150 retail brands, restaurants, leisure facilities, a luxury cinema, and an indoor ice rink, the centre is a key retail and community hub in South Lanarkshire.

Beyond retail, the shopping centre has long played an important role within the local community, supporting local clubs, charities, sports teams, and community groups through dedicated funding initiatives. As a large commercial property with extensive rooftop plant and mechanical equipment, maintaining safe access for maintenance contractors is essential to ensuring the smooth day-to-day operation of the site.

Following a change in ownership and a significant long-term regeneration strategy, investment has been made to improve the site’s infrastructure and bring essential safety systems up to modern standards.

Background

APS Safety Systems has worked with the shopping centre for several years, carrying out the regular inspection, testing, and recertification of its existing fall protection systems. Through these ongoing inspections, our engineers identified several areas where the existing rooftop safety measures no longer met modern best practice and recommended that sections of the roof be upgraded with permanent collective protection.

While these recommendations were documented and discussed with the client, financial challenges at the shopping centre meant the proposed improvement works could not be approved at the time.

Following a change in ownership and new investment into the site, funding became available to carry out the long-awaited safety improvements. APS Safety Systems was instructed to proceed with the recommended roof safety upgrades, ensuring maintenance contractors could work safely while supporting the centre’s wider redevelopment programme.

The Brief

The primary objective was to replace and improve the existing roof edge protection by installing a permanent, compliant guardrail system that would provide a safer working environment for contractors carrying out routine maintenance.

The client required a solution that would:

  • Improve compliance with current Working at Height Regulations.
  • Provide permanent collective edge protection.
  • Reduce reliance on personal fall protection equipment.
  • Be suitable for the shopping centre’s varied roof layouts.
  • Deliver a durable, low-maintenance system capable of performing in all weather conditions.

As the site is operational throughout the year, the installation also needed to be completed efficiently with minimal disruption to the shopping centre’s daily activities.

The Solution

Having previously carried out extensive inspections and developed detailed recommendations, APS Safety Systems was able to quickly progress the installation once approval was received.

The recommended solution was the installation of a Kee Guard rooftop guardrail system across the designated roof areas.

Kee Guard was selected because it provides the highest level of collective fall protection, in line with the hierarchy of control for working at height. Unlike personal fall arrest systems, collective protection creates a permanent physical barrier between operatives and roof edges, significantly reducing risk while simplifying access for maintenance teams.

The system offers excellent flexibility and can be installed on a wide variety of roof constructions, including membrane roofs, metal profile roofs, and standing seam roofs. Its modular design also makes it ideal for complex commercial buildings where roof levels and layouts vary.

The hot-dipped galvanised finish provides exceptional corrosion resistance, ensuring long-term durability with very little ongoing maintenance. Installation is also straightforward thanks to the modular Kee Guard design, allowing APS engineers to complete the project efficiently while maintaining the highest installation standards.

Working closely with the client throughout the programme, APS completed the installation safely and in line with the agreed project schedule, integrating the new guardrail systems into the shopping centre’s wider improvement works.

The Outcome

The installation of the Kee Guard system has significantly enhanced rooftop safety across the shopping centre.

Maintenance contractors now benefit from permanent collective edge protection whenever accessing rooftop plant and equipment. By removing reliance on personal fall arrest systems for many maintenance tasks, the solution has simplified safe access while helping the client meet current health and safety obligations.

Key project benefits include:

  • Permanent collective roof edge protection.
  • Improved compliance with current Working at Height legislation.
  • Safer access for maintenance and facilities management teams.
  • Durable hot-dipped galvanised construction requiring minimal maintenance.
  • Flexible system suitable for the shopping centre’s varied roof layouts.
  • Long-term protection supporting the site’s ongoing redevelopment programme.

The project also demonstrates the value of ongoing inspection and recertification programmes. Because APS had been monitoring the site’s fall protection systems for several years, detailed recommendations were already in place, allowing works to begin quickly once funding became available.

Today, the shopping centre benefits from a modern roof safety system that protects contractors, supports efficient maintenance, and provides confidence that rooftop access can be carried out safely for years to come.
